摘要：新媒体时代，网络已经成为人们获取信息的最主要的方式。与此同时，由于国家法律监管的缺位、网络媒体把关的缺失以及网民媒介素养缺乏，造成网络传播中存在不同程度的“把关人”缺位现象，从而导致传统“把关人”地位受到挑战、网络环境受到污染、网络媒体公信力下降等不良影响，因此解决网络传播中“把关人”缺位这一问题有着重要的现实意义。本文综合运用文献研究法和案例分析法，从国家、网络媒体、网民三方面入手，提出制定完善的法律法规、加强网媒的信息自查、提高网民的媒介素养三项措施，希望可以为解决网络传播中“把关人”缺位现象提供一剂良药，使网络能够朝着更加健康的方向发展。23773

Analysis the Absence of "gatekeeper" Phenomenon on Network Communication
Abstract: In the new media era, The Internet has become the main way to get the information. At the same time，Due to the absence of national legal supervision, lack of network media gatekeepers and the lost of media literacy, it results to the varies degrees of "gatekeeper" in the absence of the phenomenon of network communication. Thus, the traditional "gatekeeper" status is challenged, the network environment is polluted, and the credibility of online is declined. Therefore, to solve the absence of "gatekeeper" phenomenon has practical significance. Literature research and Case analysis are applied in this article. We started from three aspects and pointed out the perfect laws and regulations, strengthen the network media information, and improved the Internet media literacy. Hoping it can provide a panacea for solving the absence of "gatekeeper" phenomenon, and Network can toward a more healthy direction.
