摘  要：为了适应社会的发展，转变政府管理方式，党在十八大上明确提出要突出政府的服务职能，推动政府更加有效的为广大人民群众解决问题，为其服务。改革在中央浩浩荡荡地展开，改革进程比较快，改革成效也比较显著，但是地方的基层党员组织在响应党的号召时出现了能力不足的现象，难以将中央布置的这一课题推及实践。党之所以要求政府在为民服务的过程中，积极转变自己的职能，从突出其管理职能转变为突出其服务职能，一个重要的原因就是当下我国的城市化进程不断加速，这给政府的行政工作提出了新的考验。93663

The construction of service-oriented government in the process of urbanization in China

Abstract: In order to adapt to the development of society and change the way of government administration, the Party highlighted clearly the service function of the government in the 18th National Congress of the Communist Party of China (CPC) and promoted the government to solve the problem for its service。 Reforms in the central mighty start, the reform process is relatively fast, the reform effect is also more remarkable, but the local grassroots government is lack of capacity of the phenomenon in response to the party's call, it is difficult to practice this subject from the Party Central Committee。 An important reason why the party asked the government in the process of serving the people to actively change their functions, from highlighting its management functions to highlight its service functions, is that the current process of urbanization in China continues to accelerate, which brings a new challenge for the government's administration。
