摘要：在素质教育的改革推动下体育作为全面发展社会主义建设者和接班人的重要内容之一，在素质教育推动的过程中渐渐体现出体育教育在素质教育中的重要性。中小学是一个很重要的群体，因此在探究过程中，以淮安市中小学为代表对淮安市5所具有代表性的学校进行展开调查研究，从体育课的开设、器材、教师、学生四个方面进行分析，并采用问卷调查为主要方法，辅以文献资料和数理统计做为协助，发现依旧有教师采用传统专制和放任型教学方式，体育课质量不足学生体育兴趣下降等方面的问题并分析其潜在原因为淮安市体育课的现状为其发展提供相应的建议。85883

1 前言
在素质教育的改革推动下体育做为全面发展的社会主义建设者和接班人的重要内容之一。近几年全国检测数据显示，我国学生体质健康指标下降，伴随着我国中小学生身体素质持续下降，渐渐体现出体育教育在素质教育中的重要性，教育部发下通知，要求中小学生必须确保每天一小时的体育活动。体育课是作为体育活动的重要内容，也是现代学校教育的重要组成部分，同时在新课改的背景下教师教学方式的转变以及教学内容的选择，都直接影响着教学的成果以及学生的运动兴趣和身体素质并最终影响着淮安市体育教育的发展，因此对淮安市淮阴区的5所中小学针对体育课的开设现状展开调查分析并提出相应建议。
