邻避设施选址决策中的公民参与研究郑州市垃圾中转站

摘要：随着社会经济的发展，一些带有邻避效应的公共设施的选址建设问题成为政府所要考虑的重要问题。近年来，因公众对于邻避设施的厌恶抵制心理所发生的恶性邻避冲突不在少数，对社会造成了巨大的负面影响。因此，研究造成邻避冲突的原因并找出减缓或解决方法势在必行。文中试图从公民参与的角度，以郑州市垃圾中转站为例，研究在邻避设施选址决策中的公民参与问题。

文中对国内外已有研究成果进行整理综述，并选取郑州市 500 个样本进行问卷调查，通过对问卷调查的研究，分析公民个体社会特征、空间特征、政治因素、对邻避设施的风险感知度及其参与意识对邻避设施选址决策中的公民参与的影响，并针对以上的问卷调查及分析结果，在参与式民主理论、信息不对称理论及区位论的基础上对我国邻避设施选址决策中的公民参与提出了政府信息透明度不足、缺乏公共参与的制度支持、公民对参与式民主认识不足、参与渠道狭窄四个主要问题，并对其进行阐述。继而根据我国当前实际情况提出信息及时公开、提高政府公信力、加大宣传力度、完善补偿机制、提高公民参与意识五个对策建议，为我国恰当处理邻避冲突，做好邻避设施选址建设工作提供参考。75282

Title Study on the citizen participation in the decision making of the location of the NIMBY facilities -- a case study of Zhengzhou municipal solid waste transfer station

Abstract

Along with the development of social economy, some public facilities location construction with the NIMBY effect has become an important issue for the government to consider, in recent years, due to the public for NIMBY facilities aversion to resist mental malignant adjacent to avoid conflict not in the minority, to society caused great negative impact。 Therefore, the study of the NIMBY conflict causes and identify solutions are imperative。 This paper attempts to take

the case of Zhengzhou municipal solid waste transfer station as an example from the perspective of citizen participation，research the citizen participation in the decision making of the NIMBY facilities location。

The research achievements at home and abroad were collected and reviewed, selected from Zhengzhou city for a sample of 500 questionnaires, through the study of citizens of the questionnaire analysis of spatial characteristics and political factors, the risk perception of inpidual social characteristics on the NIMBY and participation consciousness on the NIMBY facilities location influence participation in decision, and according to the questionnaire survey and analysis of the above results, based on the participatory democracy theory, information asymmetry theory and location theory, proposes four main problem : the lack of government information transparency ,the lack of public participation in the system, and the lack of knowledge of participatory democracy, and narrow participation channel, and elaborates on them。 Then according to the actual situation of our country put forward five suggestions: timely disclosure of information, improve the credibility of the government, intensify propaganda, perfect the compensation mechanism, and improve the citizen participation awareness , for the

proper handling of the adjacent to avoid conflict, do a good job of NIMBY facilities construction site to provide reference。
