摘要：建设工程量清单是表现一个建设工程的分部分项工程项目、其他项目名称、措施项目、及其相应清单，应该由具有编制能力、评标能力的招标人或者是招标代理人，应该由具有相应资质的造价咨询人，按照统一的工程量计算规则、项目编码、项目名称、和统一的计量单位进行编制。而这些表包括分部分项工程量清单、其他项目清单、措施项目清单、税金项目清单和规费项目清单。

为了适应经济核算和工程管理的需要，将一个建设工程项目分为单位工程、单项工程、分项工程和分部工程，其中分部分项工程量清单应该采用综合单价计价，措施项目清单计价应该依据拟建工程的施工组织设计，根据施工组织设计可计算工程量的措施项目情况，应该按照分部分项工程量清单采用综合单价计价。其余的措施项目可以用“项”为单位的方式计价。应该包括除了规费、税金外的全部费用。在其他项目清单中：暂列金额应该由招标人在其他项目清单中列出、材料暂估价应该由招标人在其他项目清单中列出、专业工程暂估价应该由招标人在其他项目清单中列出、计日工应该由招标人在其他的项目清单中列出的数量和项目，投标人自己确定综合单价，并计算计日工费用。总承包服务费应该根据招标文件中列出的项目和提出的要求自己确定，规费和税金应该按照国家或者省级和行业建设主管部门的规定计算，综合单价是指为了完成一个规定计量单位的分部分项工程而单项目所需的多种费用合计。79643
