摘要：随着互联网社会的发展繁荣，网络舆情应对日益成为政府社会治理的重要内容之一。有鉴于其现实意义，课题对网络舆情演进及政府应对展开探讨。本文首先通过对网络舆情相关的理论梳理对其概念进行界定、总结其主要特征及其影响构成因素，为后文的分析提供理论基础；其次，将网络舆情的演进阶段分为“酝酿——爆发——反复蔓延——消解”四个阶段，对雷洋案的舆情演进过程展开分析，总结其演进机理模型；再次，对雷洋案中政府对网络舆情的应对手段加以归纳，结合其实施效果与现实过往经验教训，指出政府应对中的不足之处；最后，借鉴国外网络舆情应对的实践经验，针对前文所提及的政府应对的可改进之处，为政府实现网络舆情良性应对提出建议。29534

Research on the Evolution Mechanism of Network Public Opinion and Coping Strategy of Government—Taking Lei Yang Event as an example
Abstract：Alone with the flourish of network society, the coping of network public opinion has been an important role in the social governance of government. Thus, for its reality concerning, here is the thesis that talks about the evolution of network public opinion and corresponding action of government. Firstly, the thesis defines the meaning of network public opinion, its features and its inscapes by presenting related theories, giving theoretical support for the later analysis. Secondly, taking Lei Yang Event as an example, the thesis pides the evolution of network public opinion into four stages: beginning, exploding, fluctuating and disappearing. And then analyzes each of them and set up a theoretical model for summarizing and explaining the evolution mechanism of network public opinion. Thirdly, sum up the ways of government coping with network public opinion of Lei Yang Event and point out the shortages of government action in three aspects: willingly, systematically and technically, after valuing its availabilities and reviewing measures that government used to do. Finally, according to the above analysis and after absorbing the management mode and practice experience on the network public opinion abroad, the paper gives advices for the improvement of coping strategy of government, targeting at the better governance of network society.
