摘 要：一个城市的主导产业的确定有助于城市对其经济发展的定位，并且对政府经济政策起着导向作用，因此，正确选择与发展淮安市的主导产业，已经成为了淮安市工业经济发展的重点。本文以淮安市的主导产业选择为研究对象，通过区位商、比较劳动生产率、市场占有率、产业利税率、产业贡献率、就业吸纳率、比较资金利税率、需求收入弹性、就业规模九项指标，运用层次分析法对淮安市目前的各个产业进行定量与定性分析，最终确定食品产业、化工产业、电子信息产业、特钢产业、纺织产业为淮安市的主导产业。58657

Abstract：Determining a city's leading industries to help positioning the city to its economic development, and the government's economic policy plays a leading role, therefore, the correct selection and development of the leading industries in Huaian City, has become the focus of Huai'an City Industrial Economic Development . 1  前  言

淮安市地处于江苏省的中北部，位于江淮平原的东部。是江苏省北部的核心地域。国土面积10072平方公里。2013年底，淮安市户籍总人口数达552.96万人。淮安市下辖淮阴区、清河区、清浦区、淮安区，涟水县、盱眙县、洪泽县、金湖县四区四县。淮安市位于长江三角洲地区，是长三角城市群成员之一，同时也是是南京都市圈的紧密圈层城市。淮安地处古淮河与京杭大运河的交点之处，有较好的区位优势。

淮安历史上比较繁华，是运河沿线的“四大都市”之一。然而由于自然、历史、社会，政策等一系列的原因，在近现代淮安并没有得到应有的快速发展。与苏南和苏北的一些城市相比，淮安的经济水平和综合竞争力还处于较低水平。
