摘要：近年来，宿迁市战略性新兴产业规模不断壮大，新能源产业、新材料产业、软件和服务外包产业逐步发展成为我市新兴产业三大重点领域，除此之外，节能环保产业、生物医药产业、信息技术产业等也初具规模。因其特殊的产业发展特性,战略性新兴产业也是高新科学技术和新兴产业的深度结合，这一特性决定了战略性新兴产业具有高风险、高投入、高收益的特征。由于新兴产业出现及发展时间较短，目前多数产业发展的观念和机制等还停留在传统产业的发展阶段，在一定程度上制约了战略性新兴产业的发展。宿迁作为江苏省最年轻的城市，战略性新兴产业在近几年虽然得到了不小的发展，但仍然属于全省战略性新兴产业发展整体大环境中的弱势环节，迫切需要寻求一条又快又好的发展之路。本文从宿迁市战略性新兴产业的发展现状出发，认为宿迁市战略性新兴产业的发展已形成一定规模，但同时影响和制约其持续快速发展的问题与矛盾仍然存在，再结合宿迁市培育发展战略性新兴产业的主要模式，对新兴产业的发展提出相关对策和建议。29136

 Suggestions on the development of Suqian strategic
emerging industries
Abstract: In recent years, suqian strategic emerging industries, new energy industry, new material industry, software and service outsourcing industry gradually developed into the emerging industry in  three priority areas, in addition, energy conservation and environmental protection saving energy and protecting rnvironment industry, biological medicine industry and the information technology industry had begun to take shape. Because of their special properties for industrial development, strategic emerging industry is high-tech science and technology and emerging industries combined deeply,this feature determines the strategic emerging industries have the feature of high risk ,high investment, high yield. Since the emergence of new industries and the development time is shorter, most of the industry development concept and mechanism still remain in the development stage of traditional industries at present, to a certain extent, restrict the development of strategic emerging industries. Suqian as the youngest city in Jiangsu province, strategic emerging industries while obtained the considerable development in recent years, but still belongs to the province's overall strategic emerging industry development environment of weak link, urgent need to seek a fast and good development of the road. In this paper, starting from suqian strategic emerging industry development present situation, suqian strategic emerging industries has formed a certain scale of development, but at the same time, influence and restrict the sustained and rapid development problems and contradictions still exist, coupled with suqian main mode for the development , puts forward relevant countermeasures and suggestions for the development of strategic emerging industries.
