摘要：义务教育是我国教育制度的重要内容，教育均衡发展是实现教育公平的有效举措。大力促进教育公平，合理配置教育资源，重点向乡镇地区倾斜，让每个孩子都能成为有用之才，进一步明确了义务教育的发展目标。本文以淮安为例，分析了县域义务教育发展过程中存在的问题，探讨了产生问题的原因，在此基础上提出了促进县域义务教育均衡发展的对策。79431

Abstract： Compulsory education is the important content of China's education system, education balanced development is an effective measure to realize the education fair。 Vigorously promote education fair, rational allocation of education resources, the key to the township, let every child can become a good and further define the nature of the compulsory education development goals。 Taking Huaian as an example of some of the problems appeared in the process of county area compulsory education development: rural education funds investment is insufficient, the county teachers configuration imbalance and the gap between urban and rural primary and secondary school students in obvious problems, such as a series of discussions and put forward the corresponding countermeasures from the policy, finance system and so on。

1  前  言

1986年《中华人民共和国义务教育法》颁布至今，我国义务教育取得了飞跃式的发展，但在30多年的发展进程中，我国义务教育的发展又面临着巨大的挑战，义务教育城乡间、地区间、学校间存在各种不均衡。比如淮安市城市和农村经济发展极不平衡，城市乡村存在经济差距，这些差距要想在短时期内缩小或消除几乎是不可能的。论文网
