摘要当前我国本质上是一个经济型国家，财政投入有很大比例流向市场去促进经济发展，而西方发达国家把70%～80%的财政投入都花在福利上。在贫富差距逐渐凸显的今天，高老龄化水平的农村地区，养老问题已经非常严重。这个亟待解决的复杂社会问题可以有效利用社会工作在解决农村养老问题上的独特优势。本文采用文献综述的方法，全面的梳理了国内农村养老的困境现状及社会工作对于其问题的介入。论文结合了敦煌市的养老现状及存在问题，运用了大量数据及案例研究的方法，阐述了敦煌及西部地区农村地区的养老现状。最后为敦煌市农村养老呈现的养老保障政策不全面，硬件设施建设不完备，社会参与不积极的问题以社会工作的视角提出了全新的有效性建议。70067

Abstarct   At present, our country is essentially an economic country, the financial input has a large proportion of the market to promote economic development, and the western developed countries to 70% ~ 80% of the financial investment is spent on welfare. The gap between the rich and the poor has become increasingly prominent today, the level of aging in rural areas, pension problem has been very serious. This complex social problem which needs to be solved can effectively use the social work to solve the unique advantage of the rural old age problem. In this paper, the method of literature review, a comprehensive review of the plight of the plight of the domestic rural pension and social work for the problem of intervention. This paper combines the current situation and existing problems of the old age pension in Dunhuang, and uses a large number of data and case study methods, expounds the rural areas of Dunhuang and the western regions of the endowment of the status quo. Finally, Dunhuang rural old-age security policy is not comprehensive, the hardware facilities construction is not complete, social participation is not active in social work perspective put forward a new validity.
