我国监理队伍素质建设研究

摘要本文研究了我国监理队伍素质现状、发展前景及对策，对比分析国内国外监理工程师素质的差别以及产生这些差别的原因，并且提出我国监理人员素质较西方发达国家落后的因素，以及我国监理业的发展前景和趋势。本文全面的总结了国内外监理人员素质的研究现状和发展趋势，通过理论分析、对比论证，系统的分析国内监理人员素质发展前景并提出相应的对策。50634

本文首先解释了监理的两个基本概念，介绍了我国建设监理制度的产生和发展，结合我国推行建设监理制度以来取得的成果，肯定了实行建设监理制度的重要作用。其次，通过对我国监理队伍素质研究，系统的分析了目前我国监理队伍素质的主要问题和形成的原因。对比国外监理工程师的特点，找出制约我国监理队伍素质发展的制约因素。最后结合我国和国际的建筑市场，针对我国监理队伍素质存在的问题，提出提高我国监理队伍素质的几点对策和措施。

Abstract This paper studies the quality of supervision in our country， development prospects and Countermeasures and comparatively analysis the difference quality of supervising engineer between the domestic and foreign and produces the reasons for these differences， and asked the factors behind the quality of our supervisors than those in Western countries， as well as the supervision industry prospects and trends in China. The research comprehensively summaries of status and development trend of the quality of supervision at home and abroad，through theoretical analysis， comparative demonstration， systematic analysis the development prospects of the quality of domestic supervision and propose appropriate countermeasures.

Firstly，this article explains the two basic concepts of supervision，introduces China's construction supervision system and development，combined with the results achieved since the implementation of the construction supervision system of our country，and affirmed the implementation of the important role of the construction supervision system. Secondly, through the supervision of the quality of research，this paper systematiclly analysis the current main problems and reasons of the quality of supervision for the formation. Contrasting the characteristics of foreign supervision engineer to identify the constraints restricting development of the quality of supervision team in Chinese. Finally， according to the construction market of our country and the international，in view of the problems in the quality supervision，proposing some countermeasures and measures to improve the quality of supervision.
