南京市政府协同治理研究栖霞区妇联为例

摘要随着社会发展水平和要求的提高，协同治理模式正在逐渐替代原有的政府包办的政策制定和实施方式。但是地方政府对执政思想和政策的理解和实施各有不同，导致了多样化的协同治理模式。本研究实证调查和案例分析，描述了南京市妇联参与协同治理的现状，通过妇女维权服务中心、西岗街道社会组织服务中心和仙林街道帮帮团组织案例的比较研究，验证了协同治理模式的行政性越强，效率越低的理论假设。以期为政府改革和协同治理模式的完善提供参考。87620

Title Analysis to Collaborative Governance in Nanjing A Case Study of Qixia Women’s Federation

Abstract With the development of social department, collaborative governance is gradually taking place of the traditional way of policy making and implementation。 However, as each local state share their own understanding of CCP’s ideology and take different strategies to implement it, there have existed persified modes of collaborative governance。 Through empirical investigation and case studies, this study provides a description of the current situation of collaborative governance in Nanjing。 The comparison among Women's Rights Protection Service Center, NGO Service Centre of Xigang Street and Help Group Voluntary-service Organization in Xianlin Street verifies the hypothesis, which says the stronger the administrative nature of the collaborative governance is, the less efficient it will be。 This study is to provide a reference for state in their reform about collaborative governance。
