摘要: 伴随着城市化进程的快速发展，我国农村剩余劳动力供给大于需求的矛盾日益突出。农村劳动力就业不仅仅是关系到我国农村稳定和发展的社会问题，也是后金融危机时代促进我国经济复苏的重要民生问题。本文以淮安市为例，对农村剩余劳动力转移就业进行研究，探讨农村剩余劳动力转移就业状况，发现农村剩余劳动力转移就业中存在文化程度较低、就业信息不对称、户籍制度的限制等问题。从政府、社会相关机构和农民自身等多个层面提出了培养高素质农民、完善就业信息收集与发布机制、深化户籍制度改革等解决对策，以进一步了解我国农村城镇化水平，做好农村剩余劳动力转移工作。61452

Abstract:with the rapid development of urbanization, The contradiction between China's rural surplus labor supply exceeds demand have become increasingly prominent. Rural labor force employment is not only related to the rural stability and development of China's social problems, and it is an important livelihood issues of China's economic recovery,after the financial crisis. The take Huai'an City as an example, on the transfer of rural surplus labor force employment research, to discuss the transfer of rural surplus labor force employment status, Transfer of rural surplus labor force employment in the presence of cultural level is low, employment information asymmetry of the household registration system, the limit problem was found. 1 前言
从目前淮安市地区农村剩余劳动力转移就业过程中的实际情况得知，农村剩余劳动力不论是向其他非农产业的转移还是在转移的区域范围上的难度都呈现日益增大的趋势。究其发生的原因除了地方上政策阻碍的因素外还存在着其他的一些因素。农村经济发展的现状对农村剩余劳动力的顺利转移就业起着举足轻重的作用。
首先农村剩余劳动力从字面上解释来说，是指在一定区域、一定时期、相应的生产力发展水平条件下，农业生产中供给大于需求的那部分多余的劳动力[1]。并且农村剩余劳动力在不同的国家，相对稳定的历史发展条件下，随着社会生产力发展程度的变化而不断变化。根据当前形势下的淮安实际情况而言，农村剩余劳动力的顺利转移就业不仅是社会经济发展的内在需要，也是淮安市实现社会主义现代化和工业化的必然趋势，是处理好“三农”问题，落实社会主义新农村建设目标的重要途径。淮安市政府只有通过合理的利用当地农村剩余的劳动力资源，将各农村地区剩余劳动力的转移就业问题处理得当。这样才能促进淮安经济快速有效的运行，同时也对建设社会主义新淮安具有重要的现实意义。 淮安市农村剩余劳动力转移就业问题及对策研究:http://www.youerw.com/jingji/lunwen_67215.html
