摘要经济全球化后，可持续发展已经渐渐被世界范围内的人民所广泛地接受。人们把越来越多的视野投向了具有特色的生态文化产业，而文化产业也日益为经济的增长、政府形象的树立，做出了越来越大的贡献。目前，在中央部门的指导下，地方政府已经创立了一系列生态文化产业发展模式，如生态农业、生态工业园、环保产业、循环经济等等。这都反映出文化产业发展的一种新趋势——产业生态化与发展可持续化。如何促进农村经济、当地政府、社会和生态环境和谐发展，改善生态环境和政府功能建设，实现社会的可持续发展？为响应十八大及十八届三中、四中全会精神的号召，在 “优化产业结构、提高核心竞争力”的背景下，本文以千年古镇中泰的特色生态文化产业为研究对象，通过个案、小组等专业方法，深入地方政府、企业，从文化产业的形成过程中政府功能进行调研，协助余杭区就特色文化产业发展提供可行性建议。48185
