摘 要：河南省是中原大省，拥有丰富的自然资源和人力资源。近几年，尽管河南省承接产业转移的数量和质量都不断提高，为河南省经济发展做出了巨大贡献。但是在承接产业转移过程存在的问题也渐渐浮出水面：一是河南省承接产业转移的软环境发展不足；二是河南省在承接产业转移过程中轻视自主创新与技术学习；三是产业转移造成河南省生态环境污染及资源过度开采。针对这些问题本文给出了一些建议对策：一是改善投资环境，增强河南省市场的吸引力；二是加强技术创新，重点承接发展新兴产业；三是坚持可持续发展，积极承接绿色产业。36461

Analysis of Necessity and Existing Industrial Transfer in Henan Province
Abstract：Henan province is a big province of Central Plains, with abundant natural resourcesand human resources. In recent years, although the quantity and quality of Henan province to undertake industrial transfer will continue to improve, and made great contributions to the economic development of Henan province. But in the process of undertaking industrial transfer problems have gradually surfaced: one in Henan province to undertake industrial transfer of soft environment development is insufficient; two in Henan Province in the process of undertaking industrial transfer despise learning independent innovation and technology transfer; three industrial pollution and over exploitation of resources ecological environment in Henan province. To solve these problems, this paper gives some countermeasures and suggestions: improve the investment environment, enhance the attractiveness of the market in Henan province; two to strengthen technological innovation, focus on undertaking the development of emerging industries; three, adhere to sustainable development, and actively undertake the green industry.

河南省承接产业转移的必要性及存在问题分析
前言
2009 年7 月开展的“大招商”战略，扩大了省外投资金额金在河南省的利用规模。2009~2014年五年间，河南省引进省外投资金额总金额逐年增加，在这五年间河南省引进省外资金完成额分别为1867亿元人民币、2429亿元人民币、2564亿元人民币、2960亿元人民币、3010亿元人民币和3120亿元人民币，比“十五”引进的省外投资金额多了百分之优尔十；第二产业是河南省承接产业转移重点项目的集中所在地，如房地产、冶金、机械电子、石油化工、轻工纺织、建筑和与居民生活密切相关的消费品行业，表明外来投资者主要相中的是河南省丰富的自然资源、廉价的劳动力及巨大的消费市场；承接地区主要分布在中原城市群。2009年，河南省实际利用省外投资金额2201.9亿元，但仅中原城市群实际利用省外投资金额高达1347.6亿元，占全省实际利用省外投资金额金额的61.2%；河南省承接来源主要集中在东部沿海的发达地区和发达国家，根据2013年的数据显示，在河南省实际利用省外投资金额金中，位列前三的分别是北京市256.4亿元、福建省230.6亿元、浙江省200.1亿元，位列四至优尔位的是江苏省、广东省、山东省，优尔省市合计投资总额达2000亿元，占河南省当年实际利用省省外投资金额金总额的48.9%。河南省以承接产业转移为契机，不断提高经济实力，增强竞争力。目前世界500强企业在河南省投资达到68家，与此同时，河南省与44家中央企业签署战略合作协议[1]。 河南省承接产业转移的必要性及存在问题分析:http://www.youerw.com/jingji/lunwen_34920.html
