摘要：中国（上海）自由贸易试验区是D中央、国务院作出的重大决策，是深入贯彻的十八大精神，在新形势下推进改革开放的重大举措，对加快政府职能转变、积极探索管理模式创新、促进贸易和投资便利化，为全面深化改革和扩大开放探索新途径、积累新经验，具有重要意义。中国（上海）自由贸易试验区主动顺应全球化经济治理新格局、对接国际贸易投资新规则，负面清单模式更是开启了中国全新的一种管理模式。本文通过调查和研究，来探讨中国（上海）自由贸易试验区和国际上的一些贸易试验区中，有关负面清单的管理模式，然后根据这些异同之处，来提出自己的一些建议和意见，希望能对负面清单的制定与完善起到进一步发展起到促进作用。35334
