摘 要:随着知识经济和经济全球化的发展,人才越来越受到重视,因此中小企业为了打破生存困境也逐渐开始重视人力资源管理的发展。但是由于中小企业自身能力限制,人力资源管理不完善,选择人力资源外包是改善中小企业人力资源管理现状的一种途径。 82042

本文首先对中小企业人力资源外包的现状进行分析,发现中小企业只有少数有独立的人事部门,有的企业没有人事部门;然后对中小企业人力资源外包的优势、劣势、机会和威胁进行分析,并构建了SWOT战略矩阵;接着建立了人力资源外包风险的三维分析模型,从全要素、全方位、全流程三个角度分析了外包中可能遇到的风险;最后以全流程角度为主线,其他角度为辅助提出了外包风险规避策略,在一定程度上帮助中小企业降低人力资源外包的风险,促进中小企业繁荣发展。

The risk of human resource outsourcing in small and medium sized   enterprises and its avoidance strategy

Abstract: With the development of knowledge-based economy and globalization,talents are gaining increasing attention from enterprises ,thus a lot of small and medium-sized enterprises attach importance to human resources management in order to solve the problems in the surviving。 However, because of the limitation of the abilities themselves, choosing human resources outsourcing is a way to improve their current situations。

Firstly, the current situation of small and medium-sized enterprises are analyzed, finding out that few of the enterprises have their own human resources apartment and most of them do not have such institution。 And then, with the help of SWOT strategy matrix, strengthen, weakness, opportunity and threaten of human resources outsourcing are analyzed。 In the third part, we analysis the human resources outsourcing risks from the view of factors, directions and processes。 Finally, the strategy to avoid human resources outsourcing risks are proposed from the view of human resource outsourcing processes, assisted by the view of factors, directions, which will decrease the risks in human resource outsourcing to some extent and promote the development of small and medium-sized enterprises。
