摘要：近年来，随着社会问题的不断出现，非政府组织活跃于各类社会公共事件中，尤其是公共危机，在危机管理中逐步成为一支独立的力量。非政府组织来源于民间，具有较高的基层性、处理危机方式灵活多样、能够在危机中减轻灾民的恐惧慌乱感。然非政府组织没有合适的运行环境、管理制度不成熟、救援物资匮乏、社会信誉低下等问题导致其在危机管理中困难重重。解决此类问题是政府和非政府组织共同的责任，政府需为非政府组织提供良好的运行环境并为非政府组织的发展适时的给予相关物资的支持、非政府组织需不断完善自身的管理体系，加强社会公信力的建设。77388

Abstract: In recent years, with the social problems appearing, non-governmental organizations are active in various public events, especially in public crisis。 In crisis management,non-governmental organizations have gradually become an independent force。 Non -governmental organizations are from the people and the basic is high。 They are flexible in handling the crisis; reduce the fear of panic feeling in the crisis 。However, NGOs do not have suitable operating environment; management system is not mature; lack relief supplies; low social prestige result management difficulties in crisis。 To solve these problems is the responsibility of the government and non-governmental organizations。 Government sh
