服务型政府是中国十七大作出的重大决策，提升政府公共服务能力是中国政府在十七大报告中作出的重要决定，建设服务型政府是我国政府发展的必然趋势。提升地方政府公共服务能力目标的提出和确立，标志着我国政府职能的转变和行政管理体制的改革进入了新的阶段。建设提升地方政府公共服务能力是加强执政能力建设的重要任务，对于落实科学发展观和实现经济的可持续发展具有重要的意义。
一、提升地方政府公共服务能力的必要性
行政体制改革是推动上层建筑适应经济基础的现实要求。要以建设中国特色行政体制为目标，深入推进政企分开、政社分开，建设职能科学、结构优化、廉洁高效、使人民满意的服务型政府，在一定程度上广泛的保证广大人民群众的利益。地方政府公共服务能力是国家治理能力的重要表现，是国家治理能力现代化的本质要求和重要构成。提升地方政府公共服务能力是时代的呼唤，是人民群众的期盼，对社会发展具有十分重要的作用，主要表现有以下几点：
(一）地方政府公共服务能力建设是解决主要矛盾的迫切要求
