摘要 随着知识经济的发展和现代科学技术的进步,世界各国都高度重视有创新精神和创新能力的人才培养。教育部在二十一世纪人才培养计划中提出：针对国家创新体系的发展，培养一批具有创新能力的高层次人才。创新能力是国家创新人才最基本的素质，培养创新人才将增强国家自主创新能力，建设创新型国家。，在中国高等教育不断扩招发展的情况下，我们的学生迫切需要提高创新能力，这是国家科学和教育发展的的必然选择，更是国家储备人才战略的实施重点。
创新能力是指人们所反映出的在创新活动中体现的创新潜力，并在此过程中产生新思想，提出新的方式，建立新的理论，并形成新的设计能力，创造新的业绩及新知识。如何建立科学、系统的综合创新能力模型和评价指标体系，是综合评价大学生的创新能力主要评判标准。在解决以上问题的基础上，分析影响学生创新能力的诸多因素，考虑大学生自身发展潜力，激发学生的兴趣，从多角度、多层次的来建立评价指标体系，它能准确地反映学生的创新水平，实现“以评促发展”为目的的人才战略。51601

Abstract With the development of knowledge economy and the progress of modern science and technology, all countries in the world attaches great importance to the innovation spirit and innovation ability of the cultivation of talents.
