摘要工程建设保险作为一种风险转移的手段，保险服务的同时，也提供安全风险管理服务，能够增强工程参与方的风险意识和责任意识，对工程项目质量的严格控制和建筑市场秩序的规范也有一定的作用。

本文以工程建设保险为主要研究对象，以文献研究法为主，加上一定量的数据统计资料。阐述了国外一些发达国家的工程建设保险的实施状况，并和国内的实施状况做比较，找出国外工程建设保险发展完善的经验。通过对经验的分析与研究，发现了我国的工程建设保险行业存在的投资体制改革缓慢、保险费率不合理、对工程建设保险认识不足、配套法律法规滞后、内资保险公司实力不足几方面的问题。通过对这些问题的研究，从提高保险公司实力、强制推行工程建设保险制度、发展保险中介机构、增强投保意识等方面，提出了解决这些问题的建议。50637
