摘要：本文由上海市地区大学生创业培养发展角度出发，采用文献研究和实证研究等方式，重点关注上海市2005年起提出的“上海市政府资助大学生进行科技创业，以科研为导向，提高创新意识，创业带动就业。”针对大学生创业的政策变迁情况，以上海所颁布和实行的一系列相关的地方法律、法规和政策为研究对象，多方面的了解生活在上海的创业大学生的现状与发展。通过文献研究发现：目前上海对大学生创业的相关法律、法规和政策，支持和保障大学生的创业活动以及针对大学生创业的教育培养模式走在全国前列，但由于我国的大学生创业教育较晚，所以导致大学生社会经验和商业经验等层面有一定的不足。在实证研究中，还重点对上海创业大学生的自身未来的发展期望和对大学生目前创业现状进行问卷调查和访谈等。通过结合理论研究和实证调查，结合在校创业的大学生对现行政策的观点与感受，就现行政策提出有待补充和完善的建议与意见。6330

Abstract: In this paper, is based on Shanghai college students entrepreneurship training development perspective, adopts literature research and empirical research method, focus on Shanghai proposed since 2005, "Shanghai government funding for college students to carry on the science and technology entrepreneurship, research oriented, innovation awareness,entrepreneurship to create more employment opportunities."
