[摘要]政府公共服务外包是政府市场化改革中最为普遍、效果最为明显的重要机制和核心工具。能够缓解乡镇政府在财政和管理上的压力，以及均衡乡镇地区经济与社会的发展、推进乡镇地区城市化的进程。但由于我国公共服务外包本身的不完善和乡镇地区的落后特点，公共服务外包在施行过程存在了参与主体目标的不同、法律法规不完善、公共服务成本投入严重不足、政府职能认识不清和角色定位不明确等问题所引发的外包服务质量供给不高的现象。文章会基于社会选择视角和从价值判断出发，对以上问题的解决对策做一一论述。26849
