摘要创意产业是近年来迅速发展的一个新兴产业，据统计，全世界的创意经济现在每天创造的价值大约是220亿美元。创意产业现在已经成为了新经济的引擎。
上海是全国的文化中心、对外交往中心以及国际经济中心、国际金融中心、国际贸易中心和国际航运中心，具有发展创意产业的显著优势。与此同时，发展创意产业也符合上海这个国际化大都市的资源特点，是上海转变经济增长方式、实现产业结构优化升级和城市功能大幅提升的重要战略，因此研究上海市文化创意产业发展战略具有实际意义。
本毕业论文从发展规模、发展模式、产业集聚、园区建设以及产业发展要素等多个角度对上海市创意产业的发展现状进行了系统的分析，指出其优势和成绩的同时，通过对其他创意产业发达的国家如英国、美国、韩国等的对比研究，以及实地走访的方式在研究上海创意产业园区发展现状的基础上重点从政策机制、操作执行、环境影响三个层面分析了其存在的问题和不足。从整体性、功能性和前瞻性的视角观察出发, 力图发现上海创意产业园区的建设在实践中存在的问题，探索适合上海市创意产业的发展战略，并从宏观层面、产业层面、企业层面以及如何基于中国元素来切实发展上海创意产业等角度对上海创意产业良性发展提出建议和对策。20473

Abstract
Creative industry as an emerging industry developed rapidly in recent years. According to the statistics, the world creative economy created the value of 220 billion US dollars every day. The creative industry has now become the new engine of the economy.
Shanghai as the national cultural center, the foreign exchanges and the international economy center, the international financial center, international trade and international shipping center, has distinct advantages in development of the creative industry. Meanwhile, developing the creative industry fits in well with Shanghai’s resource characteristics as an international metropolis. It is also strategically important in achieving Shanghai’s transformation of the economic growth, optimizing and upgrading the industrial structure as well as improving the urban functions. Therefore, to study the development strategies of Shanghai cultural and creative industry is of great practical significance.
This paper systematically analyses the current situations of Shanghai’s creative industry from the viewpoint of its development scale, development model, industry concentration, park construction, industrial elements, and so on. At the same time pointing out its strengths and accomplishments, the paper also identifies the existing problems and deficiencies mainly from three aspects of policy mechanism, operation and environmental impact through the comparative studies of creative industries in some developed countries such as Britain, the United States and South Korea along with the on-the-spot visits.
All in all, from the perspective of integrity, functionality and forward-looking, this paper tries to find problems encountered in practice of the construction of Shanghai creative industry park, explore their own development strategies, and put forward suggestions and countermeasures based on the environment from macro, industrial and enterprise levels, as well as how to thrive Shanghai creative industry in line with Chinese elements.
