摘 要：本文采用问卷调查法、比较分析法对淮安市公办与民办养老机构医疗服务做比较研究，对淮安市养老机构普查数据进行整理与分析，把入住养老机构老人情况、床位情况、医疗站点与医护人员情况四个方面作为切入点，研究发现民办机构内老人医疗服务需求高于公办机构、公办机构内护理床位数存在缺口、民办机构机构医疗站点设立情况堪忧、公办与民办机构医疗人员匮乏且专业水平不高；最后提出相关建议，一是加大政府支持与引导，二是打造多元供给模式，三是推动医护人才队伍建设。93842

根据《2015年社会服务发展统计公报》数据显示，截止2015年底，全国60岁及其以上老年人口22200万人，占总人口的16。1%，其中65岁及以上人口14386万人，占总人口的10。5%[1]。依据国际老龄化社会的界定，60岁及以上人口占人口总数的10%，或65岁及以上人口占人口总数的7%，我国目前已处在了老龄化社会阶段，养老成为了不能忽视的难题。面对日益增加的老龄人口，并且失能、部分失能老人随之增加的现状，“医养结合”的提出，即医疗卫生与养老服务相结合的发展模式的推进为养老机构的服务与发展带去了新的问题和方向。针对这一新的发展趋势，本文就淮安市养老机构医疗服务发展展开研究。 公办与民办养老机构医疗服务的比较研究淮安市的普查研究:http://www.youerw.com/guanli/lunwen_201774.html
