摘要: 在高速发展的城市中，城中村成了这批浪潮中的“遗珠”，直到它的存在拖慢甚至 阻碍了城市化进程的脚步才逐渐被人注意到。“脏乱差”成了城中村的代名词，建筑密度 高、容积率低、电线杂乱、流动人口密集且流动率大等生存环境问题严重。目前国内有诸 多学者对于城中村进行了深入的探讨并给出解决方案，本文以上海市浦东新区西部的北蔡 镇为例，通过实地调查的方法研究了城中村产生的原因和北蔡镇的历史、现存的生存环境 问题及产生生存环境问题原因，通过借鉴国内外成功改造的城中村——美国的贫民区和深 圳的案例尝试给出北蔡镇生存环境问题的解决方案：梳理现有道路系统、降低容积率、提 高绿化率、采取 PPP 项目合作模式改造北蔡镇。93518

1 引言
从 1978 年中国改革开放至今，近 40 年的快速发展时期，城市经济、规模等各方面发 展迅速，城市数量越来越多，城市人口逐渐扩大。我国城乡规划由增量规划向存量规划转 变。这一背景下，城中村和棚户区改造成为重点。城中村的生存环境问题严重影响城市经 济发展、社会发展及居民幸福指数，因此重视和解决城中村的生存环境问题是彻底解决城 中村脏乱差的关键环节。目前国内诸多学者已经关注到城中村的生存环境问题:建筑密度 大,绿化率小[1]，土地利用效率低[2]等问题，针对城中村现存的生存环境问题研究已经比较 深入，并给出了适合当地的自然条件和人文背景的建议，苏南等一些经济基础较好的地方 城中村的生存环境问题已经得到有效的改善，停止持续恶化的现象，但多是针对国内城中 村的通病，普遍性存在的问题进行阐释。上海这类城市，被较好的经济发展掩饰了部分发 展中存在的问题,上海的城中村现象被相对较少的给予关注。本文将以上海市浦东新区北 蔡镇为例，阐述靠近繁荣地段的城中村发展中存在的生存问题，并尝试给出因地制宜且关 键有效的解决方案。 上海市北蔡镇城中村生存环境问题及解决之道:http://www.youerw.com/guanli/lunwen_201370.html
