精准扶贫背景下我国贫困人口识别机制的反思与改进

摘要精准扶贫概念的提出有其理论、历史和现实源流，已经成为我国扶贫开发工作的指导理念。它的基本要求包括精准识别、精准帮扶、精准管理和精准考核，其中精准识别是其的基础和关键所在，它的意义在于将处于贫困中的人口或家庭识别出来并识别出致贫原因。本文梳理了我国扶贫开发工作的历程和贫困人口识别的机制的创立和进化历程，并反思了现阶段贫困人口识别机制在精准扶贫背景下的适应性和不适应性，同时针对其不适应性提出了一些针对性的建议。87599

Title Reflection and improvement of Chinese poor recognition mechanism under the background of targeted poverty alleviation

Abstract The conception of targeted poverty alleviation which has its theoretical, historical and realistic origin has became the guiding theory of poverty alleviation and development work in China。It’s basic requirements including accurate identification, accurate support,precise management and precise examination。The accurate identification means identifying the poor people or poor family and understand what causes the poor。It is the basic and key part of targeted poverty alleviation。This paper combed the development of the poverty alleviation work and the poor recognition mechanism,try to reflect the adaptation and the maladjustment of the present poor recognition mechanism under the background of the targeted poverty alleviation。As for the maladjustment,the paper puts forward some corresponding proposals。
