摘要《旅游法》实施以来，学术界对旅游市场规范化进行了大范围的研究。本文从《旅游法》实施后导游回扣问题出发，探讨没有回扣对导游影响以及有何对策能正确引导导游回扣减少后的导游工作积极性等相关问题。调查发现《旅游法》实施后，在导游薪酬制度方面存在一系列的问题：导游积极性下降；《旅游法》落实不到位以及各地区导游工资的发放缺乏标准和依据等问题。为确保导游人员无回扣后导游薪资的稳定和有一定的增长幅度，旅游管理部门应加大执法力度，尽快完善导游无回扣后的正常薪酬制度；为了调动导游在《旅游法》实施后的工作积极性，旅行社也应制定导游差别化收入体系，保障导游从业人员的正常稳定收入。74915

Analysis on the problem of tourism guide rebate after the implementation of the “tourism law”

一 导游回扣问题概述
自从中国旅游业发展以来，导游拿“回扣”现象开始于上世纪80年代，并在得到了行业默认。导游从业人员文化水平不高，素质偏低，已经不能满足当今游客对旅游的需求，这种现象致使旅行社和导游从业人员的社会形象和社会地位不是很高，回扣的存在不利于旅游业的发展。因此以积极、客观公正的态度解决好导游回扣问题是如今一项紧急而重要的任务。论文网
