摘要：近年来，我国政府饱受工作低效、腐败成风、公信丧失的诟病，迫使其加快行政 体制改革的步伐，并全面建立和推行政府权力清单制度。各级政府在推行该制度时，注重 树立法治、系统、减法、开放和精准思维，清理权力边界、科学确定权力、严格制约权力。 压缩寻租空间、规范社会管理、释放改革红利、减少自由裁量、重塑权力监督等制度所设 计的目标得到基本实现。72898

Research on the System of Government Power List

Abstract: In recent years, the Chinese government suffer from inefficiencies, rampant corruption, criticized the loss of public trust, forcing the accelerate the pace of reform of the administrative system, and establish a comprehensive and the implementation of the list of government power system。 Governments at all levels in the implementation of the system, pay attention to set up in accordance with the law, system, subtraction, open and accurate thinking; cleaning power boundary,  scientifically determine   the   power,   strict   control   of   the   power。Compression rent-seeking space, regulate social management, the release of reform pidends, reduce the amount of discretion, reshape the power of supervision and other systems designed to achieve the basic objectives。

一、引言
