摘要：由于乡镇行政管理机制、行政人员机制以及行政监督机制的不完善，致使乡镇行政执法活动产生了执法权限不明、职权混淆交叉、规范意识缺乏、履责观念缺失以及权力过度运用的乱象。因此，应当从设立乡镇综合行政执法机构、推进行政执法权的下放、加强行政执法队伍的建设、建立有效的用人机制、以及加强对行政执法的监督这几个方面提高乡镇行政执法水平及效率，为乡镇行政执法机构树立良好的形象，在人民群众心中进一步深化依法行政的观念。92425

韦某是镇江丹徒区某五金公司的老总，但随着政府规划调整，公司厂房被依法拆迁，为了维持低成本运营，韦某四处找关系，打算租农田建厂房。谢某是镇江市国土局丹徒分局监察大队副大队长，承担对全区土地违法行政案件进行巡查、立案、处罚、移送犯罪线索等工作职责。例行执法巡查中，他发现了韦某涉嫌刑事犯罪的事，发给其一份停止施工通知书，让其等候处理通知就走了。经过多方打听，韦某获得了谢某的联系方式。见面后，韦某将2万元现金双手奉上，谢某也没推辞。收下后谢某教韦某把租赁的土地分解成两户，使每户非法占地的面积小于五亩。
