政府购买社区公共卫生服务中的角色冲突过程探究

摘要社区公共卫生服务最主要就是为是为社区中居民的公共卫生服务，新型的政府购买社区公共卫生的方式来提供社区服务是对传统社区公共卫生服务提供模式的一次创新与变革。近年来，政府在社会公共卫生服务的购买方式上发生了改变，购买主体由政府以及社区居民两方演变为政府、社区居民以及服务提供机构三方主体。三者因为它们在购买过程中承担的角色不同从而引发了各自间的冲突，三者的这种角色冲突是公共卫生服务购买进程的重要影响因素。本文以山东省济宁市任城区为例，探讨在购买过程中三方冲突所带来的问题，并积极寻求改善冲突的策略。 20872

Abstract
Community health service is the main task of public health services for
community residents, the new approaches of purchasing community public
sanitation providing services has changed traditional community public
sanitation    service delivery models. In recent years, the Government
changed the patterns of purchasing public health services,the subject of
the whole process has expanded from the government and community residents
to government, community residents, and community service organizations.
Three participants of the whole purchasing process had different
roles ,which resulted in conflicts, becoming an important factor of
purchasing process in public sanitation services . Rencheng district of
Jining, Shandong province as an example, the objective of this paper is
to explore the problems causing by the conflicts of three participants ,and
try to find the strategy of resolving the conflicts,taking RenChen
Distric,Jining City,Shandong province as an example.
