摘要多年来我国的民主选举的改革一直停留在乡村一级，而对于在基层政权中占有重要地位的乡镇一级政权的选举的改革仍处在尝试阶段，公民在乡镇干部选举中的参与十分有限，这在较大程度上限制乡镇民主制度的发展，也从而可能对整个乡镇的经济社会发展产生影响。因此，研究基层选举中公民的参与机制，尤其乡镇一级干部选举的公民参与机制是十分必要的。本文主要是通过对郑州市古荥镇基层选举的实地考察，了解古荥镇公民在基层选举中的参与情况。然后再结合相关文献研究，对我国现存基层选举中公民参与机制不完善的原因的探讨。最后通过与国外基层选举中公民参与机制的对比，提出有效的有助于完善我国基层选举公民参与机制的建议。20888
    本文主要运用以下几种方法来进行研究：第一，文献研究法。第二，实地研究法。第三，问卷调查法。第四，比较分析法。第五三要素分析法。通过以上方法进行有效地研究后，本文认为选举的竞争性是选举的核心要素，通过不同的方式方法和制度设计来增强选举的竞争性，就可以很好地带动公民参与的积极性。将村委会选举中的选举方式加以借鉴，是乡镇的选举在的领导下拥有更多的自由，使选民的利益和大家和乡镇干部的利益紧密相联。同时，在经济发达地区渐进地进行乡镇干部直接选举的改革尝试也是十分必要，这对于加强群众与干部连心，改善干群关系是有益无害的。关键词：基层选举 公民参与  古荥镇  乡镇干部

Title Research of citizen participation mechanisms in basic-level elections-take the cadres election in  Guxing towm,Zhengzhou as an example
Abstract
    The reform of democratic election in our country just stagnated in country-level,the reform of town-level election is still being in trial stage.Therefore,citizens’participation in election of town’s cadres is quite limited,which puts negative effects on the development of town-level democracy, and possibly affects the development of town’s economy an society.Consequently, the research of citizen participation mechanism in basic-level is quite necessary, especially the town-level election.This article is mainly through the town of Zhengzhou City, the ancient Ying grassroots elections fieldwork to understand ancient Ying town citizens at the grassroots level of participation in the elections. Then combine literature study on the election of our existing grassroots citizen participation mechanisms are inadequate reasons. Finally, by comparing with foreign grassroots citizen participation in the election mechanism, propose effective recommendations will help improve our grassroots elections citizen participation mechanisms.
 In this paper, the use of the following methods to study:first, the literature study.Second, the field study method. Third, the questionnaire. Fourth, the comparative analysis.  Fifth three element analysis.Research carried out effectively by the above method, the paper argues that competitive elections are the core elements of the elections, through different ways and systems designed to enhance the competitiveness of the elections, it can be a good citizen driven by active participation. The manner of election of the village committee elections to learn township elections have more freedom under the leadership of the party, so that the interests of voters and township cadres and people closely. Meanwhile, in economically developed areas to try to reform the direct election of township cadres progressively also very necessary, it is beneficial and harmless for the masses and cadres even strengthen the heart, improve the masses.
