从法团福利到民主福利城市居民最低生活保障制度的政策改善研究 摘要：城市居民最低生活保障制度，是国家为解决城市居民的生活困难而建立的一种社会救济制度。我国现有的城市居民最低生活保障制度缺乏对有关现实生活中公民生活需求的研究，本文则是通过对法团福利引导下我国城市居民最低生活保障制度存在的问题的相关研究，提出法团福利与民主福利二元制度相结合的研究视角，即是从一贯都是以政府为主导的法团福利制度到以公民参与其中的民主福利制度，以及结合对城市居民最低生活保障制度的相关配套制度政策的分析，对城市居民最低生活保障制度提出改善意见。

Study on the improvement of the city lowest social security system policy
Abstract: The minimum living security system of city residents, is a social state in order to solve the difficult life of city residents and the establishment of the relief system. Research on the needs of citizens concerned in real life, the lack of our country's existing city residents of the minimum subsistence guarantee system, this paper is through the research of our city residents of the minimum subsistence guarantee system of welfare under the guidance of the problem, put forward research perspective combining group welfare and democratic welfare two yuan system, i.e. from is always dominated by the government of the welfare system to the citizens to participate in the democratic welfare system, and analysis of related policies of city resident's minimum living security system of city residents, the minimum living security system improvement.
