淮安市公共交通服务现状调查

摘要：结合国内外各大城市发展经验，大力推进公共交通已成为解决城市交通问题的首要方式。因城市交通大力发展而引发的政府财政问题由此成为各级政府亟待解决的首要难题。代理公共交通管理运行的企业得不到有效的财政补贴而引发的公共交通运营成本增加是制约淮安市公共交通发展的首要问题。本研究以淮安市城市交通发展现状为例，分析淮安市近年来城市公共交通发展遇到的难题，为实现淮安公共交通系统社会效益最大化、提高市民生活质量，为减少淮安市政府在城市公交建设方面财政压力提出部分有针对性的解决措施。93745

1 背景
