煤矿投资与安全管理绩效数据包络分析评价研究

摘要：根据国家安全生产监督管理总局2001-2016年的数据，我国煤矿行业的百万吨死亡率一直在下降，然而相对于国外煤炭行业来说还是较高，煤矿行业的安全生产形势仍然十分严峻。本文以安全投入与产出理论为基础，选取分省煤矿企业安全投入与产出数据样本，以各省份作为决策单元，建立DEA模型，根据CCR和BCC模型，运用Maxdea软件进行求解得到综合效率、技术效率和规模效率，对各省煤矿的安全管理绩效情况进行分析，判断决策单元DEA是否有效。通过实证研究发现，贵州、四川、黑龙江等省份的安全投入不合理，安全管理绩效需要进一步提高，并通过结果分析得出相应的决策建议。93872

Abstract:According to the data of the State Administration of production safety supervision and management of 2001-2016, the death rate per million ton(DRPMT) of Chinese coal mining industry has been declining, but it is still high when compared with the foreign coal industry, the situation of coal mine industry production safety is still very serious。 This paper is based on the safety input and output theory, we select the provincial coal mine enterprise safety input and output data sample, use provinces as decision-making units, establish DEA model, and based on CCR and BCC model to get comprehensive efficiency, technical efficiency and scale efficiency by using Maxdea software, make analysis on the coal mine safety management performance of all provinces to determine whether the DEA decision-making units are effective。 Through empirical study, we found that the safety investment is not reasonable in Guizhou, Sichuan, Heilongjiang and other provinces, the performance of safety management needs to be further improved, and get the corresponding decision and proposal through result analysis。
