摘  要:无论是发达国家，还是发展中国家，都越来越倾向于将技术性贸易壁垒运用到对外贸易中。愈演愈烈的技术性贸易壁垒既让河南省的出口企业成长，又可能让企业受到致命一击。为了能让河南省出口企业获得更多成长而不是致命打击，根据当前河南省出口企业遭遇技术性贸易壁垒的概况，从不同行业和不同市场的技术性壁垒对我省出口企业的影响差异进行剖析，探讨技术性贸易壁垒对我省出口企业的正面影响和负面影响。然后结合有关案例，从三个不同的层面提出应对建议，希望能为我省出口企业的发展提供帮助。82665

The Impact of Technical Barriers on the Export Enterprises of Henan Province

Abstract:Whether  developed countries or  developing countries, are more and more inclined to apply technical barriers in foreign trade。 The growing technical barriers can not only make the export enterprises in Henan province to grow, but also allow enterprises to suffer a fatal blow。In order to allow the export enterprises in Henan province to get more growth rather than a fatal blow, According to the current situation of Henan export enterprises suffered technical barriers, analysis of the impact of different industries and markets of technical barriers of our province's exports。 To explore the positive and negative effects of technical barriers on the export enterprises in our province, and then combine the relevant cases, put forward coping strategies from three different levels, at last, enterprises, industry associations and governments should join hands to jointly cope with technical barriers,hoping to provide help for the export enterprises in our province。

   前言

技术性贸易壁垒是进口方以维护生产生活环境、消费安全及保护人民健康为理由，通过各种强制或非强制手段制定技术标准、法规、认证检验制度以及商品包装和标签要求等技术性措施，使进口难度增加，从而对外国商品的进入进行限制[1]。技术性贸易壁垒因涉及范围大，形式繁杂，表面上既合法又合理，具有很强的隐蔽性、针对性和歧视性等特点被很多国家大为推崇。
