基本养老保险制度之间转移接续问题研究

摘要：基本养老保险制度是社会成员的一项基本保障，但目前我国的养老保险制度分块运作，保障差异大，影响了人员的流动和社会公平。本论文首先分析了基本养老保险制度在社会保障体系中的沿革，明确现行的基本养老保险制度。其次，总结基本养老保险制度之间转移接续现状中的存在问题并分析造成转移接续难的问题所在。然后，研究国内外基本养老保险转移接续中值得借鉴的成功经验。最后，提出解决我国基本养老保险制度之间转移接续问题的具体方案。本文认为，提高基本养老保险统筹层次，运用“分段计算”法衔接缴费年限，建立全国联网的基本养老保险信息数据库，实现全国养老保险转移接续“一卡通”等，是解决基本养老保险制度之间转移接续的有效策略。7328

Between the Basic Old-age Insurance System Research on Transfer and Renewal
Abstract: The basic old-age insurance system is a basic guarantee of social members, but blocking operation of endowment insurance system in China at present, guarantee differences, affecting the movement of people and social equity. First, the basic old-age insurance system in the evolution of social security system, clear the existing basic old-age insurance system. Secondly, summary of basic old-age insurance system for transfer and renewal of status quo to exist between issues and analysing the difficult problem of transfer and renewal. Then, study transfer and renewal of basic old-age insurance to be learned from the successful experiences. Finally, solving the problems of transfer and renewal among the basic old-age insurance system in our country specific programs. This paper argues that improve the basic old-age insurance and manpower levels, using "segment calculation" method of bridging payment age limit, establish a national network of basic old-age insurance information databases, transfer and renewal of National Endowment Insurance, "card", solves the basic old-age insurance system between transfer and renewal of effective strategies.
