摘要倾销是指出口厂商用低于正常价格大规模销售商品，会对进口国相应的工业造成重大损害和重大威胁。补贴是指在一个国家内，由政府或任何公共机构向受益者提供的财政资助、收入和价格支持。反倾销反补贴是同时对同一产品使用反倾销反补贴措施。本文通过对我国遭受国外反倾销反补贴调查的现状、特点来分析出我国频繁遭受国外反倾销反补贴的外部原因和内部原因。并且通过对中美光伏产品“双反”案、中美轮胎“双反” 案和中越不锈钢“双反”案三个典型案例的研究，进一步得出我国成为欧美等发达国家，甚至是一些新兴发展中国家的反倾销反补贴措施主要受害国之后，对我国出口贸易的影响。从原因和影响分析中，我们可以得出我国政府、行业、企业等今后在面对国外反倾销反补贴调查时，应该采取的应对措施，从而使得我国的出口贸易能得到长足、稳定的发展。45089

Abstract
Dumping refers to exporter uses the price lower than the normal price to sell goods in a large scale , which would  damage to the corresponding industry in the importing country.  Subsidy refers to the government or any public institutions provides financial assistance, income and price support for the beneficiary.  Anti-dumping and anti-subsidy refer to the use of anti-dumping and anti-subsidy measures on the same product at the same time. The article analysis the external reasons and the interior reasons that China often suffers anti-dumping and anti-subsidy from other countries according to the status and the feature that China often suffers anti-dumping and anti-subsidy. And through studying the case of photovoltaic, the case of  tyre, the case of stainless steel, we get the influence on our export trade after China has been the main victim to the anti-dumping and anti-subsidy measures from the Europe and the America, even some new developing countries. According to analyzing the reasons and the influence, we can get the countermeasures to facing the anti-dumping and the anti-subsidy measures. And our country’s export trade can develops rapidly and stably at last.
