摘 要：在经济全球化和区域经济一体化日趋深化的大背景下，国与国之间的贸易往来及合作日趋频繁，涉及的领域及范围也在日益扩大。地理位置临近的中国和俄罗斯，不仅各方所拥有的能源存在很强的互补性，而且二者都是经济转型国家。中国和俄罗斯在能源合作方上仍然存在很多问题和挑战。在中国和俄罗斯的能源合作过程中，俄罗斯对外能源政策多变，双方在油气价格上存在差异，俄罗斯到中国的油气管道滞后，没有一个成熟的合作模式，合作的内容单一等一系列问题。因此，双方应充分发挥各自在往来及合作中的优势和特点，采取积极有效的措施，协调中俄双方的利益，扩大能源合作的广度和深度。36697

Problems and Countermeasures of Sino-Russian energy cooperation
Abstract：In the economic globalization and regional economic integration, the deepening of the 21st century , economic cooperation between countries continue to strengthen, expanding areas of cooperation involved. China and Russia not only geographical proximity parties have highly complementary energy exists , but China and Russia are the countries with economies in transition , stimulating domestic economic development needs of external forces, energy cooperation is to strengthen the bilateral strategic partnership and economic an important part of cooperation. Important Energy Oil and Gas for a country is related to national economic interests, national security , but also the energy cooperation between China and Russia in the core . But the energy cooperation between China and Russia which there are many problems and challenges . For example, in the process of energy cooperation between China and Russia , the Russian foreign energy policy changes , the two sides differ on oil and gas prices , Russia 's oil and gas pipelines to China lag, no mature model of collaboration, cooperation and so a series of single content problems. For this reason China should give full play to the advantages of bilateral cooperation in the process of cooperation and take effective measures to harmonize the interests of both Russia and the differences , and strive to increase the energy scale and Russia cooperation, expand areas of their cooperation.

中俄能源合作的问题及对策研究
前言
进入21世纪以来，随着国内经济的持续高速发展,人民消费水平上升，国内工业和各行业的蓬勃发展，中国对能源的需求急剧攀升。由于生产能力和国内能源储量有限，再考虑到我国的可持续发展战略，我国能源变得越来越依赖国际能源市场, 能源供应的压力不断加大。我国现在的石油进口绝大部分来自中东地区，运输方式大多采用海路运输，但是由于中东地区的局势动荡和运输路径的危险性较大造成的石油供应不稳定，更加加剧了我国能源缺乏的现状。而俄罗斯是世界第二大石油出口国和我国的邻国，其境内已探明的石油储量占世界石油的 22.4%，再加上中国和俄罗斯在石油领域方面有很强的互补性，从俄罗斯进口的石油将更加安全和稳定，俄罗斯的能源出口向东移的政策也为中俄能源合作提供了新的机遇。但是,中俄能源合作仍然面临着许多问题和障碍。因此,对存在的问题加以研究并提出和制定相关的应对措施，不仅能解决中国自身能源安全问题，而且能够在促进中俄能源合作的同时推动两国经济的迅猛发展，提升各自的在世界中的地位。 中俄能源合作的问题及对策研究:http://www.youerw.com/jingji/lunwen_35257.html
