摘 要
嘉兴地处东部沿海的长江三角洲腹心地带，受上海的辐射带动作用十分显著，同时也是上海构建“6+1”大都市圈的一员。然而最近几年，拥有如此绝佳的地理位置的嘉兴成为上海这个大都市下“阴影区”的特征越来越明显，成为了国内外许多学者探究和讨论的话题。由此，本文针对嘉兴在被纳入上海大都市圈后出现的问题，结合当下的新形势，探究嘉兴成为“大都市阴影区”的原因，并以实现嘉兴开放型经济在大上海带领下的更高质量发展为图景，针对性地提出嘉兴走出“阴影区”的一些建议。85203
文章通过对比区位条件相似的苏州，将嘉兴成为上海大都市下典型“阴影区”的原因从政策因素、自身发展基础和交通条件等三个方面来陈述。同时，针对出现的问题，提出转变政府政策、积极吸收上海“溢出”效应所带来的资源、技术、人才和完善基础设施，加快轨道交通建设等建议。
Abstract
Jiaxing is in the eastern coast of China, the center of Yangtze River delta。 And Shanghai’s advanced economy exerts a tremendous influence o Jiaxing。 Meanwhile, It has become a member of Shanghai’s “6+1” Metropolitan Economic Circle。 However, in recent years, Jiaxing, with such a great geographic location, has turned into a typical urban shadow area and the characteristic of that is becoming more and more obvious。 That’s why so many scholars around the world have keen on the study of this situation。 Thus, combined with present new condition, this paper aims at the problems which arose after Jiaxing included in the Shanghai’s “6+1” Metropolitan Economic Circle to analyze the reasons why Jiaxing has become the shadow area。 What is more, the article also tries to make some suggestions about how to get out of the shadow area so that Jiaxing’s open economy can make a new progress in a high level and quality with the help of Shanghai。
Compared with Suzhou, which owns similar positional condition, this paper pides the reasons why Jiaxing has become the urban shadow area into three aspects: policy element, its own development foundation and transportation factors。 Meanwhile, taking aim at the problems, the article accordingly puts forward some proposals, for example, a shift in government policy, attracting resource、technology and talents brought by spillover effect actively, perfecting infrastructure construction and accelerating the construction of rail traffic network。
