摘要老龄化问题是国际社会面临的重要问题，当人口老龄化问题加深的时候，社会养老保 障制度的建立和完善起到了稳定社会经济发展，巩固全面实现小康社会的关键作用，换言 之，社会养老保障制度是应对老龄化问题的根本对策。社会养老保障制度在发展中也会产 生一些弊端。因此，本文以我国人口老龄化现状为研究背景从我国各保障制度的建立以及 当今社会养老保障的现状，问题我切点入手，与德国、北欧、日本成功的养老方案进行对 比，发现国外的优秀案例，并加以分析。对国外先进国家的养老保障制度进行剖析的同时， 在一定程度上借鉴他们的成功经验并将之发展为与我国国情相适应的措施和建议，就此对 我国现有养老体系提出一些个人看法，在目前我国经济快速增长的大环境下，研究社会养 老保障制度给国家人民带来的便利，也从中提出相应不足，本文从研究社会保障制度着手， 在国家经济快速增长的背后，社会养老保障制度的建立与完善是否也影响着经济发展，从 大环境下发现不足，借鉴发达国家先进经验的同时，也要创造属于自己模式下的养老保障 制度，并针对问题总结出相应对策：创建全国统一性的城乡基本养老保障制度；使农村养 老保障制度更加规范；城乡养老保障的机制加以修改；养老保障资金的管理更加合理；完 善制度建设；提高信息化的养老保险建设。75922

TitleComparison of the social security system under the background of aging

Abstrac

Aging of population in our country is the key to deepen the problem of aging is the international society is facing an important problem, when the population aging problem, the social old-age security system establishment and the consummation to the social stability and economic development, the consolidation of the full realization of a well-off society in an all-round way, in other words, the social old-age security system to cope with the aging problem of the fundamental measures。 In this paper, the present situation as the research background, and Germany, Scandinavia and Japan successful pension scheme comparison, the foreign advanced countries old-age security system are analyzed, and at the same time, to a certain extent, referring to the successful experience and the development of China's national conditions of adaptation measures and suggestions on this China's current pension system put forward some personal views, and aiming at the problems summed up the corresponding countermeasures: to create a national unified basic old-age insurance system for urban and rural areas; the rural old-age security system is more standardized; urban and rural old-age security mechanism of modified; pension funds and more reasonable; improve the system construction; information technology to improve the pension insurance system。Based on the above analysis, through access to relevant literature, combined with the facts of the community, from a sociological point of view presents: build a community participation platform, to play a social worker role; do a good job in the employment work of propaganda and education, to change the concept of employment of residents; community cultural development industry, camp made urban community cultural atmosphere; build tripartite linkage network, guide social organization and coordination of community management。
