南京市浦口区土地利用优化研究

关注土地利用问题,分析目前土地利用方式和效率并对其不断优化。本文采用DEA模型针对2011-2015年南京市浦口区的土地利用效率尤其是建设用地利用效率进行计算分析

摘  要土地是人们赖以生存的家园,人类发展离不开土地。随着科技的进步,人类对土地的需求越来越大,但土地总量是一个恒定值,所以我们必须关注土地利用问题,分析目前土地利用方式和效率并对其不断优化。本文采用DEA模型针对2011-2015年南京市浦口区的土地利用效率尤其是建设用地利用效率进行计算分析。得出结论:(1)2011-2012年建设用地利用率有小幅下降,表明增加建设用地的面积和提高固定资产的投入等增大投入的行为并不能使土地利用经济效益达到最优。(2)从2012年开始经济效益值稳步增加,表明通过提高建设用地的利用效率就能够实现经济效益的提高实现相应产出。(3)2013-2014年经济效益增幅明显。(4)2014和2015年建设用地利用效率达到1,说明在14和15年,南京市浦口区土地利用产出与投入实现了最优比例平衡。这与近几年人们对土地利用经济效益的重视是分不开的。(5)不仅投入指标决定建设用地的经济效益而且这些投入的要素是否合理分配使用也能够影像到土地的经济效益,因此在关注各个投入要素是否达到与产出平衡的同时也要关注这些要素之间是否合理配置问题。72867

    最后根据得出的结论提出优化对策与建议:合理控制建设用地增量、提高建设用地利用效率、重视土地利用经济效益、促进各经济要素之间合理配置。

Abstract

    Land provides the physical resources on which humankind depends, and the development of human can not be separated from the land。 With the rapid growth of economy and increasing of population, the demand for land of human also gradually improved。 But the total amount of land is a constant value, we must pay more attention to the problem of land use。 In this paper, the DEA is used to calculate and analyze the land use efficiency of Pukou District of Nanjing city , especially the construction land use efficiency, from 2011 to 2015。 The conclusions are as following: (1) From 2011 to 2012, the utilization rate of construction land has a small decline, which indicates that the increasing the area of construction land and increasing the investment of fixed assets can not make the economic efficiency of land utilization reach the optimum。 (2) From 2012, the steady increase in the value of economic efficiency, show that we can achieve the corresponding output by improving the efficiency of the use of construction land。 (3) In 2014, economy has obviously growth。 (4) The efficiency of construction land use in 2014 and 2015 reached 1, which showed that the output and input factors achieved the balance in these two years。 Because in recent years, people pay more and more attention to the economic benefits of land use。 (5) not only the input factors, but also the rational allocation of these factors can affect the economic benefits of land。 So we should pay attention to the reasonable allocation of input factors。     

    Finally, according to the conclusion, I put forward the optimization countermeasures and suggestions: reasonable control of construction land increment, rational use of construction land。
