我国公民参与中存在的问题与对策研究

摘要：公众参与作为一种社会活动，伴随着时代潮流，已经演变成为一种民主手段，是衡量民主政治的发展程度的一项指标，同时也是促进社会发展，维护社会稳定的一种有效的方式。那么如何在现代社会中更加恰当地引导运用，就需要我们认真的研究和分析。经过市场经济对社会领域的再组织，以及政治体制改革的不断深入，当前中国的经济社会环境发生了巨大的变化，尤其是信息大爆炸，信息的传播方式和传播速度也发生了巨大改变。无论是民众还是官方，其行为方式与过去相比都有了很大不同，中国公众参与呈现出新的发展态势。本文通过解析公民通过南京12345市政服务热线参与和影响经济、社会、政治、文化等各个方面的活动，逐步扩展探讨处于转型期的中国公民参与中存在的问题，并结合南京市政服务热线思考其对策。68015
