摘要随着经济的发展，公共事件频发，网络媒体以其自由匿名和信息传播迅速的特点聚集了大量公众舆论，在利于政府听取民意和公开决策的同时，也出现了非理性的群体舆论暴力，给社会和当事人造成不良影响。 本文以现实突发事件与虚拟网络共同作用下的网络环境为背景，主要研究非理性的群体行为。本文在文献综述基础上，围绕突发事件下群体行为现象的形成原因、非理性网络群体行为的特征和心理因素、对社会的影响进行理论阐述，然后对非理性行为的动因进行实证分析。以信源、信息和接收者三个关键因素为出发点，利用问卷调查方式分析数据以确定网民在价值判断、产生认同到态度强化的过程中，影响群体行为的产生和决策、发展因素。由此得出关键因子和决策因素会对网络群体行为造成影响，以及媒介噪音会导致非理性行为加剧的结论。 最后结合实证分析结论剖析突发事件中网络群体决策行为的动因，相应地提出网络行为的管理控制措施。

Title The study of network non-rational public behavior in the
emergency
Abstract
With the development of the economy, public events happen frequently,because of
which,the network gathers a large number of public opinion with its characteristics like
freedom，anonymity and rapid dissemination of information.It is helpful for the
government to listen to public opinion and public policy.But at the same time, it also
appears non-rational group violence, and causes adverse effects to the society and the
parties .
Based on the network environment combining the reality of public emergencies with
virtual network, we mainly research the non-rational group behavior. In this paper,
based on the literature review, around the formation of public behavior
phenomenon,features of non-rational group behavior, psychological factors and impact
on society, we make theoretical analysis at first.Then make the empirical analysis on
the non-rational behavior. Set up sources, information and the recipients as the starting
point, using questionnaire survey to analyse to determine the users in the judgment of
value, have agreed to strengthen the process of attitude, the effect of cluster behaviors
and decision factors. In conclusion，the key factors and decision factors that affect the
behavior of network group, medium noise can lead to irrational behavior increased.
At last, put forward some measures to control the network behavior with the results of
empirical analysis.
