摘要矿区社区是在国家分离企业办社会职能过程中应运而生的。这类社区是典型的单位制企业转型的产物，它的形成、发展过程比较特殊，管理上也有不同于其他类型社区的特点，本文首先矿区社区的内涵和矿区社区服务加以界定和阐述。其次，对社区居民和矿职工的进行访谈交流，了解白音诺尔矿区社区服务30年来产生、发展及改革的过程。再次，通过实地研究调查，参加社区举办的活动，观察社区工作人员的工作状况，总结、分析矿区社区服务的特点。最后，根据调研结果总结矿区社区服务的管理模式、发展趋势以及改进空间。49511

Research on Community Service in Mining Community
—Take BaiYinNuoEr Lead-zinc Mine Community as the Example
Abstract
Mine communities comes into being in the process of national separation of social functions. Such communities is the product of typical Unit System of enterprise transformation, the process of its formation and development is special and characteristics of management are different from other types of community. This article offers research about the unit system academia, community system, community service, domestic and international community service in recent years, to define on the basis of various scholars on the connotation of the mining area communities.
Secondly, through interviewing community residents and mine workers to know the development and reform about Bai Yin Nuo Er lead-zinc mine community 30 years. Thirdly, the working conditions of the community workers will be observed and the characteristics of the mining community service will be analyzed through field research survey and participation in activities organized by community. Finally, according to the research results, the mode of management of the mining community services, development trends, as well as room for improvement will be summarized.

0 引言
20世纪八十年代以来，伴随中国走向市场化的改革步伐，传统的社会群体趋于瓦解和变异，“还经济于市场，还社会于社区”，在“权力下移”的总体背景下，社区服务建设成为中国社会的热点问题。社区服务的建设和发展过程，看似是一个简单的“剥离”和“承接”的过程，但实际上问题远非如此简单。
