新疆民族地区社区管理创新的途径与影响

摘要社区管理问题与民族地区发展问题日益重要的今天，关于民族地区的社区管理创新路径探索与影响的分析问题的研究也将日益成为新兴的研究重点。本文通过了解目前我国民族地区社区管理的概况，主要以新疆奎屯市东轩苑社区为例，详细分析其“3335”街道社区远程教育模式、“一居双特”文明社区活动等社区管理模式及活动，重点研究社区远程教育、社区假期课堂等创新模式的优势、影响，最终类比其他社区之后总结出适合于我国的民族地区且同时有利于各民族融合的综合型社区管理新路径，提出相应的改良政策以及阐述其可能的广泛影响。49509

Way and Impact about the Innovation of Community Management in Minority Areas

------ Dong Xuanyuan Community in Kuitun City of XinJiang Uygur Autonomous Region as an example

Abstract

Nowadays, issues on community management and the development of minority areas become increasingly important. Thus, the research on way exploration and impact analysis about the innovation of community management in minority areas will also increasingly become the emerging research focus. This paper aims to study the advantages, impact which need improvement of the innovative model of community distance education and some other way by getting to know the profiles of community managements in our minority areas. We mainly take Dong Xuanyuan Community in Kuitun City of Xinjiang Uygur Autonomous Region as an example and try to analyze our activities and modes of community management, such as the mode of “3335” community distance education and the activity of “One Community Two Characteristic ” civilized community. Finally, we will compare it with other communities and provide new ways of community management which can both apply to our minority areas and make for our national fusion. Also, we will put forward some relevant improving measures and elaborate its possible extensive effects.

民族地区社区管理创新的途经探索与影响分析

——以新疆奎屯市东轩苑社区为例

0 引言

社区作为基层组织，可以说是社会管理的重心，而民族地区的民族团结工作一直以来作为紧抓严防的工作重点，若想有进一步的突破，首选的突破点就是社区。所以在当今社会，民族地区的社区管理创新问题将成为新型研究热点。

民族地区的多民族城市社区由于生活方式、宗教信仰等各方面的原因，社区内部冲突与摩擦相对其他地区则会多些，为了改善困境，民族地区社区在它们管理的各方面都有与普通社区的不同之处，本文尝试从其良性运作方式中总结出适合民族地区城市社区的管理创新路径，为社区管理研究开拓更广的研究空间，同时，也为更好的在实践中解决城市多民族社区发展与社会安定和谐问题铺设理论基础。

1 绪论

1.1 研究背景

改革开放以来，我国经济社会发生了重大变化，社会生活多样、多元、多变的特征日益凸显，随着逐步向公民社会和市场化社会转变的步伐，社区这一概念的逐步深入人心，关于社区管理创新的研究也逐步成熟起来。经济社会的发展需要我们通过对城市基层社区组织的重新构造，将社区打造成为政府社会管理的平台、居民日常生活的依托、社会问题和谐的基础、群众安居乐业的保障。而我国这个典型的多民族国家，确保民族团结一直是保卫工作的重中之重，社区这个突破口正有助于此问题的化解。新疆民族地区社区管理创新的途径与影响:http://www.youerw.com/guanli/lunwen_52502.html
