摘要：当前我国城市最低生活保障制度仅仅停留在生活救助的层面上，并没有从根本上解决低保家庭贫困问题。本论文主要是通过对当前我国低保资金筹集渠道的研究，分析制度性分配在资金供给上的缺陷，探讨制度性分配的行动约束，并在优化当前制度性分配的同时，围绕如何拓展城市最低生活保障资金为中心提出投资性分配的概念，最后围绕投资性分配讨论其设计选择以及实施战略，探索如何拓展城市居民最低生活保障资金来源渠道的设计，从而从根本上解决现有低保制度存在的问题。本文认为，城市居民最低生活保障制度资源的改变战略则是如何从制度性分配转向到社会投资性分配的运行轨道上来。6505

Abstract: China's current urban minimum living security system just stay in the living assistance level, does not fundamentally solve the problem of low family poverty.
