摘要：近年来，随着城镇化的加快，居委会的建设已跟不上时代发展的步伐，居委会的改革迫在眉睫。本文从分析居委会建设中存在的问题：在职能上转变不到位；运作方式几乎完全行政化，管理体制具有行政科层化的倾向，人事制度也不尽合理，职责功能日益延伸，运作经费缺乏保障；居委会组织群众参与社区自治建设和协助基层政府开展工作的主次颠倒；自治功能弱化等问题。同时分析出现问题的原因，并提出改革建议：明确社区居委会的自治发展方向；转变政府职能；转变基层政府向居委会推荐其领导职务人选的方式；完善财政体制,提供法定的经费保障；提高社区居民参与意识，加强居民自治的主动性。34627
