行政授权背景下“为官不为”问题及其治理

从“为官不为”出现的两个原因出发来研究问题并提出解决思路。一是研究行政授权是否得到落实,官员是否有官可为;二是行政授权得到落实,但官员为何依然不行使职权履行职责

摘要 D的十八大以来,在我国的政府改革中,在反腐倡廉的背景下,官员“乱作为”的问题得到了解决,D政风气明显好转。但是随之出现的官员“不作为”的现象日益涌现。在行政授权背景下,我国的“为官不为”现象依然存在,尤其是在行政授权已经落实明确的基础上,“为官不为”现象依然严重。这种现象表现为领导干部有着“官位”但是却不及时有效主动地履行相关的职责,产生“惰政”、“误政”等问题,严重危害了D和人民的合法利益。本文从“为官不为”出现的两个原因出发来研究问题并提出解决思路。一是研究行政授权是否得到落实,官员是否有官可为;二是行政授权得到落实,但官员为何依然不行使职权履行职责。28612

Administrative authorization under the background of research on official inaction
Abstract Since the eighteenth congress, government reform in our country, under the background of the anti-corruption, officials "as" problem solved, party ethos improved markedly.But the resulting officials "inaction" phenomenon is growing.Under the background of administrative license, "the officer not to" phenomenon still exists in China, especially on the basis of the administrative license has to carry out the clear, "the officer not to" phenomenon is still serious.The phenomenon of leading cadres have a "job" but not timely and effective to perform the duties of relevant voluntarily, "idle", "by mistake" and other issues, serious damage to the legitimate interests of the party and the people.This article from "the officer not to" two reasons to study problems and puts forward the train of thought.One is the study of administrative authorization is implemented, whether the officials have officer can provide;two it is administrative authorization be implemented, but why officials still don't exercise the authority to perform his duties.
