摘要新世纪以来，全球人口老龄化趋势越来越明显，其对于全球各大国家的经济社会发展具有深刻的影响。在计划生育国策长期执行的背景下，近些年来，我国的人口老龄化趋势越来越明显，老年人口数量基数越来越庞大，截止2014年，我国65岁及以上的老年人口突破12288万人，占我国总人口的比重突破9.12%。毫无疑问，我国老龄化问题越来越严重，首当其冲的便是广大农村地区传统“以地养老”背景下老年人社会保障难题。这受到了社会各界的重点关注，同时也为本文提供的主要的研究内容和空间。26066
本文系实证调研和规范分析相互结合的研究成果，主要采取了文献资料法、访谈法、案例分析法和逻辑分析法，并综合吸收了社会保障学、人口学、经济学等众多学科的知识，以济宁市邹城县的人口老龄化和农村养老保障制度为研究对象，求解广大农村地区传统“以地养老”背景下老年人社会保障难题。行文结构上，文章分为五个模块。第一部分是本文的前言，其主要阐述了本文的研究背景、研究意义和目的、研究内容和方法；第二部分对重点概念和主要研究成果进行了界定和阐述；第三、第四部分是本文的核心内容，前者阐明了济宁市邹城县人口老龄化和农村养老制度的现状和问题，后者尝试提出了进一步完善人口老龄化背景下农村养老制度的对策建议；第五部分在前文分析的基础上，对全文进行了总结，并针对研究不足的地方提出了进一步的研究展望。
